About 900 million dollars of the 6.8 billion dollars earmarked for the reconstruction
of Queensland after summer's disasters has been spent.
The Queensland Reconstruction Authority on Wednesday briefed a state parliament finance
and administration committee on its progress to date.
The authority's chief executive GRAEME NEWTON says 385 million dollars worth of projects
are complete, and another 512 million dollars' worth are out to tender or under construction.

Premier COLIN BARNETT says the upcoming West Australian budget will see funding directed
to those most in need at levels never seen before.
Mr BARNETT will hand down the state budget on May 19 .. which is expected to focus
heavily on social policy areas with non-government organisations set to be the biggest
winners.
The government came under attack for last year's budget .. which included significant
hikes in utility prices .. and Mr BARNETT later apologised for the impact it had on low-income
households and pensioners.

Mr Truss said Mr Crook told Monday's meeting he would want to see progress in his goals
and objectives, including a return of more regional wealth back to the regions.
In particular he called for the the commonwealth to match the $860 million provided
by the WA state government to regions under its Royalties for Regions program.
Under that program, 25 per cent of the state's mining and onshore petroleum royalties
are returned to regional areas each year for investment in projects, infrastructure and
community services.
Mr Truss said the coalition supported a greater return of regional generated wealth.
He said the royalties program had been popular and successful in WA and was delivering
real results.
"And we want to deliver similar results," but Mr Truss acknowledged this proposal had
been rejected at the Nationals' annual conference in June.
But he said "we want to make sure there is a better return to the regions."
Mr Truss said the federal government did not collect much by way of royalties.
"So it's not practical for us to have a program that's identical to the WA program.
So we have go to look at more innovative way to be able to deliver similar benefits,"
he said.

Tas: Rudd backs Greens ministers in Tas govt
HOBART, April 22 AAP - Prime Minister Kevin Rudd says Tasmania's minority Labor government,
which includes a Greens minister, can work.
Labor leader David Bartlett was retained as leader of a minority government following
the March 20 state election, which delivered 10 seats to both the Labor and Liberal parties
and the remaining five to the Greens.
In a first for the state, Labor offered two cabinet positions to the Greens, making
Nick McKim the first ever Greens minister in any state or federal government.
On a visit to Hobart on Thursday, Mr Rudd said the new arrangements could work.
"What I believe what the premier has done is a practical course of action in response
to the will of the people," he told reporters.
"I've also noted carefully what the Tasmanian Greens leader has had to say. He's committed
himself to a constructive course of action. I see expressions of good will all round.
"I work with every democratically elected government in the country - Liberal, Labor,
Calathumpian, Green, whatever you like."

WA: Server vital to Firepower inquiry "sold to Cash Converters"

PERTH, Dec 8 AAP - A file server sought by liquidators of Firepower may have been sold
to a pawnbroker, the boss of the failed fuel pill company says.
Tim Johnston, who is appearing at a liquidators' hearing into the Firepower collapse,
says the file server had been kept at a house in Perth being used as an office for two
Firepower companies.
The sole director of the Centaur and Cdel companies, Gary Conwell, who was Firepower's
Perth operations manager, was in possession of the server when the company went into administration
in July last year, the Federal Court hearing in Perth was told.
Richard Douglas, for the liquidators, said it had later gone missing after being given
to an associate of Mr Johnston, Berge Koopelian.
Mr Johnston said he could not recall whether he had authorised Mr Koopelian to take
the server before the company went into liquidation in October 2008.
"I was in London trying to arrange funds and negotiate a settlement with people trying
to knock the company over," Mr Johnston said.
He agreed the server was part of an attempt to salvage the company, but could not explain
why Mr Conwell had taken the server to his house as part of that rescue.
"I don't know why it ended up at his house," he said.
Mr Douglas said Mr Johnston's Melbourne-based lawyers, Varrasso and Associates, had
written to the liquidator Bryan Hughes in October, telling him the server would be delivered
"as soon as practicable after inquiries are made as to its ownership".
They would be "removing any information to which you are not entitled" and this information
would be kept in storage, the minute said.
Mr Johnston said he did not recall directing his lawyers to pass on this message.
In a letter to Mr Hughes on December 27 last year, Varrasso and Associates said they
had located the server and it could be expected to reach his office in the new year.
In January, Varrasso and Associates ceased to act for Mr Johnston.
The man behind the Firepower collapse, which cost investors about $100 million, told
the court the server by then was in the hands of Mr Koopelian.
He said he had asked Mr Koopelian about the server's whereabouts.
"He said he was owed money so he sold it to Cash Converters," Mr Johnston said.
He said he thought it had been sold in Queensland but had no other information as to
where it could be found.

NSW: Retailers forecast bumper year for post-Christmas sales
SYDNEY, Dec 25 AAP - Despite the economic downturn, Australians are tipped to fork
out more than $14 billion on the post-Christmas sales, retail industry experts say.
The Australian National Retailers Association (ANRA) forecasts that cash registers
around the nation will ring up a combined total greater than last year.
"Australians are expected to spend almost $14.6 billion at the shops, compared to $14.1
billion last year over the Boxing Day and New Year period," ANRA boss Margy Osmond said
in a statement.
"We've seen some very aggressive pre-Christmas sales, so shoppers can expect retailers
will up the ante from Boxing Day onwards to maintain the momentum going."
Post-Christmas spending is expected to be up on 2007 in all states and territories,
with ANRA forecasting $5.5 billion will be spent between Boxing Day and the end of December
and a further $9 billion between January 1 and January 15.
Major Sydney and Melbourne retailers, including Myer and David Jones, are due to open
at 5am (AEDT) on Friday to a crowd of eager bargain hunters.
At David Jones' Elizabeth Street store in Sydney's CBD, Australian singer Delta Goodrem
will launch the retailer's 103rd post-Christmas clearance with an appearance of the Australian
diva due at 5.50am (AEDT).
In South Australia, shoppers have to wait until Saturday to snare a bargain with shops
closed on Friday.
"After a tough year, retailers are working hard to attract shoppers and move stock
left over from Christmas," Australian Retailers Association (ARA) director Richard Evans
said in a statement.
"Generous sales of up to 70 per cent off or more should continue for two weeks into January.
"There may be longer lines and delays in changerooms and at the register, but with
a little patience shoppers can enjoy some big savings this Boxing Day."

by shipping containers which have been used for accommodation for the workers.
The containers are believed to contain formaldehyde .. a toxic chemical used in glue
which can cause cancer .. asthma .. respiratory problems and skin and nasal irritations.

A letter was found in a rubbish bin outside his Burnie office last year .. revealing
he recommended former Resource Planning and Development Commissioner SIMON COOPER be appointed
a magistrate.
Mr KONS had to resign .. for denying to parliament he'd ever recommended the appointment
until the document was released .. proving he'd lied.
The document was pieced back together and produced in parliament this week by Greens

.. with allegations it told patients accommodation and domestic flights would be covered
under the scheme.
Medicare's looking into the National Hair Institute .. after a company letter surfaced
telling a female patient an all inclusive treatment package would be covered by the safety
net.
The Australian newspaper reports the package included domestic flights .. luxury accommodation
and limousine transfers .. and was priced at more than 10-thousand dollars.
The safety net refunds 80 per cent of expenses once patients have spent a particular amount.
The company has denied rorting the safety net .. with medical director RHETT BOSNICH
saying the cost of the package didn't include flights or hotel stays.

NSW: Govt to discuss electricity privatisation proposal
SYDNEY, Dec 9 AAP - The NSW government will meet tomorrow to discuss the privatisation
of the electricity industry, a proposal which has drawn mixed reaction.
Cabinet will review the Owen Report, which recommended selling off the state's electricity
generating and retail sectors, before Caucus deliberates.
The report, handed down by Professor Anthony Owen in September, said NSW needed new
electricity baseload generation by 2013-14.
The new power station would have to be either gas or coal fired, supported by energy
efficient measures and renewables.
The report said the new generator should be built by the private sector, which would
not be commercially viable unless the state's other generators, and the retail arm, were
privatised.
The only other alternative to selling off the generators was to lease them on long-term
contracts, otherwise the government would have to pay $15 billion to build the plant itself,
the report said.
The NSW Business Chamber said privatisation was the only way forward, but shire councils
believe the plan would result in higher costs for country consumers.
NSW Energy Minister Ian McDonald has said consumer protection issues will be a top
priority for the government in its discussion of the proposal.
NSW Business Chamber chief executive officer Kevin MacDonald said electricity usage
was running near capacity.
He said without further investment in a base load facility sometime in the next six
years, residents would start to see interruptions to supply.
"The Owen Inquiry estimates that if NSW undertakes a privatisation program then the
bottom line of the NSW balance sheet will be $22 billion better off when interest payments
are taken into account," he said in a statement.
"This means NSW can then reinvest in critical infrastructure such as railways, roads,
ports and public transport."
Mr MacDonald said the privatisation of electricity in Victoria demonstrated state governments
could pursue a sell-off without costs running out of control for consumers.
"Already NSW has an independent pricing umpire in IPART and this will not change," he said.
"Victoria undertook electricity privatisation over a decade ago and Victorian consumers
pay similar prices to that of NSW residents."
But Shires Association of NSW president Bruce Miller said privatisation in Victoria
had been so badly managed that costs to consumers were only being moderated through the
purchase of cheaper NSW energy.
"Privatisation of essential services has never achieved the promised benefits," he
said in a statement.
"Wherever this has occurred, we have seen loss of jobs and increases in prices over time.
"Regional and rural communities are dependent on the electricity industry not just
for reliable and affordable services, but also for jobs, especially apprenticeship training."
Mr Miller also criticised the government for having a caucus meeting after parliament
had risen for the year.

NSW: Man stabbed in chest outside south Sydney supermarket
A man has been taken to hospital in a serious condition after being stabbed in the
chest outside a supermarket in Sydney's south last night.
The 26-year-old man was at the checkout of a supermarket on Moate Avenue in Brighton-Le-Sands
when he was approached by a man about 9.30pm (AEST).
The men began to argue .. before taking the altercation to the footpath outside the supermarket.
During the argument the 26-year-old Brighton-Le-Sands man was stabbed in the chest
and is now in a stable condition after surgery.
The other man was last seen running east on Princess Street towards the Grand Parade.

Sydney Ferries services will be disrupted tomorrow as the Boxing Day Sydney to Hobart
yacht race gets under way.
Ferry services will be delayed with high passenger numbers expected and the large number
of vessels on Sydney Harbour.
Sydney Ferries advises people intending to take a ferry to plan ahead .. because Manly
ferries will be replaced by buses in the middle of the day because of the Sydney to Hobart
yacht race.
There will be no Manly JetCat service after 7.35am (AEDT) and buses will replace Manly
ferries between 11.20am and 3pm.
Extra Manly ferry services will be scheduled every 20 minutes at other times of the day.
There will be a modified Watsons Bay timetable between 11.45am and 2.15pm and during
which time no ferries will stop at Watsons Bay.

Qld: ABC female staff to be interviewed as part of cancer probe
Experts investigating an incidence of breast cancer at Brisbane's ABC studios .. say
information should be collected on all women who've worked at the site .. in the past
11 years.
The ABC's released its first progress report into the incidence of cancer at its headquarters
in Toowong .. in Brisbane's inner west.
The review was launched .. after it was revealed 12 women who worked there had been
diagnosed with breast cancer since 1995.
The report says while it hasn't yet established whether the number of cases of breast
cancer is greater than might be reasonably expected .. more investigations are needed.
ABC managing director MARK SCOTT says all recommended studies will be undertaken as a priority.

Senior counsel assisting the inquiry .. JOHN AGIUS SC .. put it to Mr DOWNER that it's
strange nobody at DFAT put all these things together and pressed AWB for a firm breakdown
of the wheat contract prices.
But the minister said he thought while DFAT had spoken to AWB about the allegations
.. they wouldn't have thrown a great deal of light on the question.
And he said DFAT had no legal right to examine AWB's files.

ADELAIDE, April 4 AAP - South Australian MP Peter Lewis quit as parliamentary speaker
today, feeling betrayed by a Labor government which he said should be addressing his claim
one of the state's sitting MPs was a paedophile.
Mr Lewis, the Independent who handed government to Labor at the 2002 election with
his decisive vote of support, claimed today there was a network of "organised activity"
between a group of high society paedophiles in Australia involving politicians, the judiciary
and public servants.
The Rann government, which had since forged a majority with other independents to strengthen
its power base, was to have passed a no confidence motion in Mr Lewis as parliament resumed
today.
But Mr Lewis, a controversial MP representing a rural seat east of Adelaide, quit and
avoided becoming the first SA speaker to have been ousted by a no confidence motion since
state parliament began in 1857.
In a 20-minute address to parliament, Mr Lewis defended raising his claims of a serving
paedophile MP - allegations now under police investigation.
Mr Lewis said two gay men, since murdered, had separately told his office of an MP
who frequented Adelaide's south parklands, a known homosexual haunt.
Suggesting the subsequent murders of the men could not be dismissed as coincidence,
two volunteers who worked from Mr Lewis' office last Friday released statutory declarations
naming four prominent Adelaide people as paedophiles.
Two of those named were police officers, and Police Commissioner Mal Hyde today said
the claims were now being investigated.
Mr Lewis told parliament today: "There will never be a smoking gun ... as hard evidence"
against a paedophile network he claimed included MPs throughout Australia and the judiciary.
"Removing me will not remove the stain or the shame," he told parliament.
Mr Lewis said he would contest his seat at the next state poll, due by March next year.
"It's not over," he said.
"There is a hell of a job to do to clean up the mess.
"I guess what the government has to do, what (Premier) Mike Rann has got to do, is
understand now he won't have me to help him through it.
"It (the government) is out over the edge of a precipice, on an overhanging rock and
it thinks it's on firm ground."
Mr Lewis' resignation came as the Labor government flagged legislation removing parliamentary
privilege for naming or identifying any politician or public official as being involved
in criminal sexual misconduct.
The legislation, described by Deputy Premier Kevin Foley as groundbreaking in the Westminster
political system, would also allow a police search of Mr Lewis' parliamentary offices
for evidence regarding the paedophile MP claim.
Mr Lewis, who was expelled from the Liberal Party in 2000 for calling for the then-premier
to resign, was replaced as speaker by Independent Bob Such.

Pennzoil-Quaker State Company Reports Six Percent Increase in Second Quarter Recurring Net Income.
HOUSTON, Aug. 8 /PRNewswire/ --
Pennzoil-Quaker State Company (NYSE: PZL) today announced recurring net income of $18 million, a six percent improvement versus a year ago. On a per share basis, recurring earnings were 23 cents for the quarter, flat with a year ago. The increase in net income reflects improvement from all operating business segments, partially offset by lower other income and higher interest expense. Including nonrecurring charges related to one-time merger and restructuring costs, reported net income was $12.6 million or 16 cents per share. Revenue in the quarter increased 13 percent versus a year ago, to $859 million.
For the first six months of 2000, recurring net income was $25.3 million, or 32 cents per share versus 34 cents per share for the same period last year. Including nonrecurring charges, reported net loss for the first six months of 2000 was $5.3 million or seven cents per share. Year-to-date, revenue increased 12 percent to $1.6 billion.
"These results are in-line with our expectations," according to Jim Postl, president and chief executive officer. "We are achieving operating gains in all three business segments, despite difficult market conditions. The cost of our basic raw material tripled in the last 18 months, producing cost, price and volume distortions in the market and in our operating results. We are overcoming these challenges with cost reductions which, compared to last year, equal $17 million in the quarter and $32 million year to date."
Lubricants and Consumer Products: Recurring operating income for this segment increased 4.8 percent to $58.8 million in the second quarter versus $56.1 million last year. Second quarter revenue increased 5.0 percent to $532 million, driven by a 16.8 percent increase from consumer products and a 14.0 percent increase from international. Lubricants' revenue increased 2.6 percent versus a year ago.
For the first six months of 2000, revenue and recurring operating income increased 3.5 percent and 4.1 percent, respectively, from a year ago.
Pennzoil(R) motor oil is America's number one selling motor oil with an average 12-month market share of 22.3 percent compared to 21.6 percent for the same period last year. Quaker State(R) motor oil is the number two selling motor oil in the United States with an average market share of 14.7 percent, nearly a full market share point ahead of the number three competitor.
Jiffy Lube International: Recurring operating income for Jiffy Lube in the second quarter was $8.6 million, a 110 percent increase from $4.1 million last year. Comparable store sales were up 5.2 percent systemwide in the quarter. Revenues were $86.0 million, a 22 percent decrease from the second quarter a year ago due to the sale of company-owned stores to franchisees after the merger. The year-over-year improvement in operating income highlights the continued turnaround begun late in 1999 at the nation's number one fast lube operation.
For the first six months of 2000, comparable store sales were up 5.5 percent and recurring operating income increased 76 percent from a year ago. Year-to-date revenues decreased 26 percent due to the sale of company-owned stores.
Base Oil & Specialty Products: Recurring operating income for this segment was $8.4 million in the second quarter compared to a recurring operating loss of $0.7 million in 1999, reflecting improved margins. Total revenue was $309.6 million, a 58 percent increase from $195.4 million for second quarter of 1999.
For the first six months of 2000, revenue increased 65 percent while recurring operating income increased $12.9 million from a year ago to $9.7 million.

Lt. Col. Dave Grossman
Lt. Col. Dave Grossman is an internationally recognized scholar, author, soldier, and speaker who is one of the world's foremost experts in the field of human aggression and the roots of violence and violent crime.
Grossman is a former West Point psychology professor, Professor of Military Science, and an Army Ranger who has combined his experiences to become the founder of a new field of scientific endeavor, which has been termed "killology." In this new field, Grossman has made revolutionary new contributions to our understanding of killing in war, the psychological costs of war, the root causes of the current "virus" of violent crime that is raging around the world, and the process of healing the victims of violence, in war and peace.
He is the author of On Killing, which was nominated for a Pulitzer Prize; has been translated into Japanese, Korean, and German; and is on the U.S. Marine Corps Commandant's required reading list at the FBI academy, and numerous other academies and colleges. Grossman co-authored Stop Teaching Our Kids to Kill: A Call to Action Against TV, Movie and Video Game Violence which has been translated into Norwegian and German and has received international acclaim. His most recent book, On Combat, has also been placed on the U.S. Marine Corps Commandant's Required Reading List and translated into Japanese and Korean.
Grossman has been called upon to write the entry on "Aggression and Violence" in the Oxford Companion to American Military History, three entries in the Academic Press Encyclopedia of Violence and numerous entries in scholarly journals, to include the Harvard Journal of Law and Public Policy.
He has presented papers before the national conventions of the American Medical Association, the American Psychiatric Association, the American Psychological Association, and the American Academy of Pediatrics.
He has presented to over 100 different colleges and universities worldwide and has trained educators and law enforcement professionals in the field of school safety at the state and regional level in all 50 states and over a dozen foreign nations.
He helped train mental health professionals after the Jonesboro school shootings, and was also involved in counseling or court cases in the aftermath of the Paducah, Springfield, Littleton, Virginia Tech, and Nickel Mines Amish school shootings.
He has been an expert witness and consultant in state and federal courts, including serving on the prosecution team in United States vs. Timothy McVeigh.
He has testified before U.S. Senate and Congressional committees and numerous state legislatures, and he and his research have been cited in a national address by the President of the United States.
Grossman is an Airborne Ranger infantry officer, and a prior-service sergeant and paratrooper with a total of over 23 years experience in leading U.S. soldiers worldwide. He retired from the Army in February 1998 and has devoted himself to teaching, writing, speaking, and research. Today he is the director of the Killology Research Group, and in the wake of the 9/11 terrorist attacks he is on the road almost 300 days a year, training elite military and law enforcement organizations worldwide about the reality of combat.

Steven G. King, CHS-V
Senior Advisor, Nationwide SAR Initiative
Steven G. King is the Senior Advisor for the Presidentially-established, interagency Nationwide SAR initiative (NSI). The NSI works to bring together suspicious activity reporting (SAR) from local law enforcement agencies, state and local fusion centers, and Federal agencies into a single information sharing environment. King is leading the effort to bring critical infrastructure owners and operators across the country into this initiative. He was appointed to the NSI by the DHS Under Secretary for Intelligence and Analysis based on his experience protecting critical infrastructure since the founding of the U.S. Department of Homeland Security in 2003.
Prior to joining DHS, he taught about explosives for the Department of Justice and conducted vulnerability assessments and developed emergency response plans for the Pentagon, U.S. House of Representatives, U.S. Capitol Police Board, and critical infrastructure across the nation. King also has over 20 years of experience as a firefighter and EMT-Paramedic. He still remains active as a volunteer fire officer and nationally-registered EMT-Paramedic.
Steve holds a Master of Science degree in Biodefense, a Master of Business Administration, and an undergraduate degree in Emergency Services Administration. He is currently a doctoral candidate researching the efficacy of geospatial analysis/GIS for emergency management at Robert Morris University. He completed the Harvard University Senior Executive Fellows program, the Naval Postgraduate School's Homeland Security Executive Leaders' program, and the Federal Executive Institute's flagship course, Leadership for a Democratic Society.
In addition to numerous firefighting, emergency medical services, law enforcement, technical rescue, and hazardous materials related certifications, King is board certified in security management as a Certified Protection Professional (CPP[R]), Certified in Homeland Security at Level Five (CHS-V), and is a Project Management Professional (PMP[R]). He is currently the Chair of the American Board for Certification in Infrastructure Protection.

Cyril H. Wecht, MD, JD, CMI-V, CFP
Dr. Wecht is an honorary Life Fellow of ACFEI and Chair of the American Board of Forensic Medicine and the ACFEI Executive Advisory Board. He received his MD flora the University of Pittsburgh and his J D from the University of Maryland. He is certified by the American Board of Pathology in anatomic, clinical, and forensic pathology. He is a Charter Diplomate of the American Board of Disaster Medicine and served as Chairman of that Board. He is actively involved as a medical-legal and forensic science consultant, author, and lecturer. Dr. Wecht served 20 years as elected Coroner of Allegheny County in PA, and has performed approximately 16,000 autopsies, with assistance on 36,000 additional autopsies. He has testified in more than 1000 civil, criminal, and worker's compensation cases in more than 30 states. He is the author or co-author of 530 professional publications and sits on the editorial board of 16 national and international medical-legal and forensic scientific publications. He is also an editor or co-editor of 44 books, including a five-volume set Forensic Sciences (Matthew Bender), and two 3-volume sets--Handling Soft Tissue Injury Cases and Preparing and Winning Medical-Negligence Cases.

D.P. Van Blaricom is recognized as an expert on many issues of police use of force and procedural protocol.
